This article from the journal Public Administration discusses project-based initiatives. “Project based initiatives form a major part of government investment and are inherently risky and prone to failure. Learning from past projects should therefore be a major concern for public sector organisations. This paper reports on 2 successive major UK government projects, both aimed at providing financial incentives to young people to remain in post-16 education. The aim of this paper is to examine the social and cultural factors that enabled learning from the first project to be applied to the second. ”
